Rule created in design studio to display field but still not displayed

Hi, 

I have created a rule in the design studio to specify which disability fields are to be displayed in 'Personal Information'. Even though this rule is in place, the fields are not displaying. 

I wanted to check if anyone has experienced similar behavior in the design studio and how to resolve this?
