When ACL's are enabled on the database the REST and APEX services are unavailable

Hi,

struggling a bit with the understanding of the ACL's. According to the documentation ACL do not impact REST and APEX services (which is bad in itself, because i like to restrict access to them eventually).

If i disabled the ACL it all works fine, but when i put restrictions in place then both web services stop working and I get these two errors

503 Service Unavailable

The connection pool named: |***|re|, encountered an error as CMAN refused the connection base on filtering rules: Exception occurred while getting connection: oracle.ucp.UniversalConnectionPoolException: Cannot get Connection from Datasource: java.sql.SQLException: Listener refused the connection with the following error: ORA-12529, TNS:connect request rejected based on current filtering rules
