Benefits Administrator Needs to Run Report to View Elements

What role or privilege needs to be added to the Benefits Administrator?

Hi,

I was able to add a role and grant the Benefits Administrator access to view the Payroll Elements, but when he runs a report that contains the Payroll Elements he gets an error message.  Can anyone let help me determine what role or privilege to add so he can run the reports?
