Learning Alert link not working after 19D upgrade

Hello, 

We have recently built a learn alert using the alerts composer to notify users when they have been assigned new required learning within the past 24 hours. Within this coding we built a table that provided the user receiving the alert a link that would direct them to the learning. The code for this is: 

You can access the learning and book a space on face to face courses on Oracle Learning through the following links:
