Cancel Work Relationship and Reuse employee number for new record

Realized we made an error hiring employee in EE as "employee." Wanting to cancel work relationship and use the same EE number for contingent worker.

Hired in employees as "employee" instead of "contingent worker." We are going through a merger and acquisition and do not want them on our payroll, benefits, etc. yet. 

Wanting to cancel work relationship and use the same number for contingent worker. Receive error "A person number with this value already exists. Enter a unique value. PER-1531466" This was an error in setup on hundreds of employees (our original plan did not work). Although I cancelled the work relationship, the system still knows at one point there was an employee with that number. Is there a way to completely void that record so I can use the number for a contingent worker? We need to use these same EE#s because our IT uses these employee numbers for security access and setups.
