Back in 2018 I raised an idea (screenshot attached) asking for Oracle to look allowing PA/admin staff  (who are non-HR based) to enroll their colleagues onto Learn courses.

The idea is that within teams, there may be dedicated admin staff who support that team but do not have HR access - therefore not an L&D administrator. They would then assign courses to uses as required meaning the actual member of staff who has been enrolled on the course, did not have to book it.
