How do I bring in December as Prior Period when a report period selection is January of a given year

Report works correctly as long as the user is looking at any period other than Jan-XX. If Jan-XX is selected as the year the prior period comes in as period 13 of the prior year not December.

How do we bring in December to an FR report when we select Jan-XX (Jan-20) as the period?

Also can we use conditional formatting to hide a column when period selected is Jan for any year? I have done this with planning but in Oracle Financials the Period and Year are in the same member. I don't want to have to maintain the report each year.
