Saved transactions - monitoring, notifying and managing

Users are saving rather than submitting and raising tickets when data is not updatedContent
I am wondering if anyone has come up with a creative way for centrally monitoring and notifying users of saved transactions to prompt for action?
We have approx. 30K users in over 50 countries and trying to find a way to avoid unnecessary tickets being logged for support. We are also shortly rolling out other modules so expect to see the issue replicated.
