The way that webform determine cell limit threshold

Hi,

A dumb question. I know that the form has cell limit threshold for 500k before suppression, but is that based on the overall selection on form OR is that based on user's access? For example, if the overall selection will bring 500001 cells, but user only has access to 499999 cells. Does it determine the threshold when it retrieve the whole 500001 cells by the form layout, OR does it determine the threshold after bringing 500001 cells then filter out by user access to be 499999 cells?
