Navigate to Work space for financial Reports

I am trying to Schedule a Batch. I believe I need to create a batch before I can schedule one. How do I create a batch? Are there any specific roles needed for the same?

My objective is to perform bursting for FR Reports created in Oracle Cloud ERP. Any help is greatly appreciated.
