Could not found File Import and Export task for FBDI

User would like to import the segment value for finance module and he has already assigned required role for the the corresponding task. However, he can not found the task link for File Import and Export in the Navigator menu which allow the file to be uploaded manually through the interface. Please advise. Thanks.
