Is it possible to format phone numbers and Display Name via Resource Alerts?

${learnerLearningRecords.assignedToPersonPrimaryPhoneNumber} - this tag retrieves the phone number from the person's records and Display Name - ${learnerLearningRecords.assignedToDisplayName} is from Core HR. Some are stored in all CAPS some Init Cap etc. So from resource alerts is it feasible to format these for uniformity while triggering alerts? Just like we format date as shown below: 

${AlertUtils.formatDate(selectedCourseOfferings.offeringStartDate, 'dd-MMM-yyyy')}

Also has anyone formatted date - in this format : March 30,2020?
