How do you take ownership back of a folder when original owner leaves?

With people moving on, I haven't seen a documented way yet where their manager can take control back of an Oradocs folder, or a colleague can take it over. I see people who have been gone to the competition 2 yrs ago still listed as sole "owners" and rest of the members as at lower level.
