Need Solution on how to give Manager visibility to a newly promoted employee

In our Promotion action (we transfer and promote an employee in a single action), we require that the receiving manager approve the incoming promotion. In the new UI when using the Promotion flow, the manager is not able to see the employee and receives a message: You don't have access to this worker's assignment info." when attempting to edit or simply view the workflow item.
Within the Classic UI we use Manage Employment and the receiving manager is able to edit the details of the promotion. The receiving manager typically knows more that then sending manager so this a valuable. I am using a custom Line Manage role, but it's my recollection when I attempted with the seeded Line Manager role I had the same experience and the manage could not access the new worker's assignment info.
