Apex shows blank page when trying to access via tools menu

Hi,

I have an Autonomous Transaction Processing Database instance set up on the Oracle cloud. This is working and I can still access the DB via sqldeveloper, I also had Apex setup and working. I noticed today that I couldn't get into one of the applications. When I went into the cloud console, Autonomous Database -> Autonomous Database Details -> Tools -> clicked on the "Open Apex" button I just get a blank screen.

Nothing has changed in the application, I haven't logged into the Cloud dashboard or the Apex builder for over a week. Everythign was working fine yesterday as I was using the Apex application.
