Manage Time Cards Not Visible via Calendar

We will continue using the time card grid which can be accessed in the Responsive UI through Calendar ~ Actions ~ Manage Time Cards.
When we select Actions however within the calendar, the Manage Time Cards related link is no longer available.
This does show in one of our test environments, but when I went to set up in a second test environment it no longer displays. My notes show to ensure the correct role is assigned which it is.
Does anyone have a suggestion as how to have this link accessible? I have attached a screen print of what it should look like, and what it does.
