Assigning Multiple Roles to a User But, cannot find "Choose Role". Power User cannot see Capital ****

Hello, I created a user account that has both the Power User and Service Administrator roles into Capital Asset Planning. However, I do not see the choose role selection that I remembered seeing within the username list of values. Does this still exist?

 

When I remove the Service Administrator role from the user and I cannot see the Capital Asset Module tile nor any forms and rules a part of the module. I might have missed what roles can use the module. Please advise. Thank you.
