Average Item Cost creation without On Hand Balance

1) In our Case Corporate Inventory Organization supplies Expense (Stationary) Items to all Inventory Organizations in the enterprise

2) Users raise Internal Requisition at cost and a Transfer Order is created. This Transfer Order is picked and shipped from Corporate Inventory Organization and received by the User

3) At the time of Go Live it expected that only 20% of the Items will have On Hand Balances in Corporate Inventory Organization and Hence Item Costs will be available for only these Items

4) The User can raise Internal Requisition for an Item only of there is Average Cost of the Item in Corporate Inventory Organization.
