How to load Employee in a Financial implementation without HCM in scope?

We have almost 200+ employees to load in our Finance implementation. We do not have HCM in scope of the implementation. Appreciate if anyone can help me to load the bulk load shared employee data which we are currently manually entering through Manage Users screen. This will really help us a lot.
