How to send Supplier user account information to other system when the supplier User account got cre

Summary

Looking for the solution to send the Supplier User account Name and User ID to other system when Supplier User account got created

We have a requirement that as soon as supplier user account is created then  that account information needs to be sent to other system from oracle cloud . 

Appreciate any ideas on the solution. Thanks !!
