Cannot see new translation / localization strings file

Using Designer in Visual Builder Studio.

I've followed the instructions to create a French translation strings file. After uploading the updated .arb file, I do not see the new locale created, and no new folder under the nls folder. 

Inside the strings-all zip file, I've tried creating the new app-strings by appending just "-fr", and also "-fr-CA" and "-fr-FR", doesn't seem to make a difference. After dragging-and-dropping the updated zip file, I briefly see a message something like "Successfully updated 1 locale". One other thing - I tried "Find in Files", yesterday it found my French translation even though the file was not visible in Resources but today it does not find the French words. I also exported the application, and poking through the zip file does not reveal the new string file either.
