Roles/Privileges Needed to Grant Access to Role Delegations

Hi Experts,

I have a business requirement to create a custom role that grants access to the Manage User Account action > Account Management page. This role should provide access to all users for the Role Delegations section of the page only. The 'roles' section (outlined in screenshot) should not be visible. Can anyone shed some light on how to achieve this? Currently, I have the Manage User Account privilege assigned to the role, along with two data security policies for the View User Accounts privilege (data resource: user, person detail).
