APEX suddenly 404s with "The request could not be mapped to any database"

I have a free ATP instance and sudden neither the APEX nor the SQL Developer link work

I have a free instance of Autonomous Transaction Processing. I have accessed it yesterday through the link on the Tools tab (<server>.adb.eu-frankfurt-1.oraclecloudapps.com/ords/apex). Today that same link fails with 

404 Not Found

  • The request could not be mapped to any database. Check the request URL is correct, and that URL to database mappings have been correctly configured
