Change Default Category on a Functional Area Catalog

Unable to see all categories under the default category LOV.

Hi!

We have about 300 categories loaded in the system, but when I try to change the default category from the current value to another, the LOV returns only close to 60 categories to select. The one I am trying to select is not visible in the LOV. I checked that category and it is very much active and available to select on the requisition and PO pages..

What could be the reason this LOV presents only a short list, and what criteria is at play here in order for these categories to show up here? We mass loaded all these 300 categories, and they should be identical. Screenshot of the page where I am trying to update, is attached.
