Program hierarchy -Budgeting at higher level

I know in Fusion there is no program functionality but if we wanted to use the approach of using budgeting & approval at program level but cost collection at project & task level then what can be available options/workaround.

Has someone used Project Grants to achieve that. We are not R&D or institute to using funding concept but wondering if Grants can be used as a workaround to achieve the functionality of project hierarchy wherein approval & budgeting is done at the higher level(Award) and then use individual projects for capitalization or cost collections.
