Allow updating supplier contact user account data access (supplier or supplier sites) in bulk via FBDI or restapi

Content

Due to requirements from the business, we need to restrict data access for our supplier portal users to selected sites. 

Currently, Oracle does not allow this to be updated in bulk (FBDI or restapi), but can only be done via the user interface.
