Unstructured csv to xsd

Summary

Requirement is to Process unstructured csv,

sample csv structure

1. c1,c2,c3,c4,c5

2. c1,c2

3. c1,c2,c3

record one and two are repeating (column 2 sometimes will not occur which is optional) and record type 3 will be fixed will repeat only twice

is is possible to process these type of file?

if yes, can some one provide me the sample xsd.
