Can you secure reports using area of responsibility?

Summary

HR Managers have an area of responsibility based on business unit however can see every employee when in Oracle Transactional Business Intelligence.

We have a need to secure our reports and analyses by areas of responsibility.

I have the area of responsibility on the HR Manager's record and that is working as it should. In Person Management, this HR Manager can only see employees within his assigned business unit. When this HR Manager navigates to the reports and analytics section, he is able to view/edit all reports and view all employee data regardless of business unit. 

For his roles in Oracle: he has a custom role that inherited the Human Resource Manager role with security based on Area of Responsibility on the Person and Public Person security profile. I also added Human Resource Analyst role for the transaction analysis piece.
