What is the correct security role to make public to allow external candidates access to ORC career site and onboarding checklist?

We are planning to pursue LBAC to allow external candidates access to ORC career site by making ORA_FND_ANONYMOUS_USER_ABSTRACT role public, while whitelisting existing users so not to interfere with normal access/privileges to HCM cloud.

Does making this role public also allow the user (new hire) to access core HCM onboarding to complete onboarding checklist? Or will there need to be a different role similar to the seeded employee role that will be granted to Pending Workers after Move to HR action that will allow the user with more access to complete onboarding checklist?
