Description modify blocked by rule generated description

Would like the ability to update rule generated item description

I have configured an item class with rule generated description. The rule has been configured to ignore legacy item records and only triggers for new item records. This works well.

I want to achieve two more things:

* I want the legacy item record description to be updateable

* I want the description rule to be triggered only if a PD attribute starts with a certain value

I tried to use a plain assignment rule without making the Item Class setup as rule generated description. That does not work.
