Leveraging Oracle Project Resource Management but maintaining the project plan in Microsoft Project

We recently raised a SR (3-23653690241) to ask Support whether Oracle Project Resource Management (PJR) can operate without Project Management. As we expected, the SR concluded that PEM must be implemented to leverage Project Resource Management (PJR) i.e. there is a dependency between project scheduling and resource management capabilities.

However, my previous two implementation projects have hit one or more of the following PEM product limitations, which has resulted in Project Financial Management (PFM) being implemented, but not Project Management (and neither therefore Project Resource Management):-
