Migration Package REST APIs not accessible

Can not perform REST API for Migration Packages

We are trying to test a Migration API and are struggling to get a list of available packages using an API Call. We attempted this with something like https://instance.environment.com/rest/v8/migrationPackages but it is not working. When performing this test as User Administrator, we are receiving the following access permission error "You do not have access to perform this action. Contact your Access Administrator to request access.".

Is there a user setting or an environment setting that needs to be enabled to allow us to access this API?
