Could a non-admin user move a structure member?

Summary

Would like to allow non-admin users to move members using a groovy rule

Content

We have a request to create a business rule which will move a member in a particular dimension from rollup A to rollup B in a BSO cube.  I know it can be done with a groovy rule but, could a non-admin user run the rule successfully?  If it can be done, how would I update the ASO cube structure?
