How can I make by VBCS business objects publicly available?

I can read the URL for a business object from VBCS (something like https://<server>/ic/builder/design/sten2/1.0/resources/data/Person), but when I try to call it, I get a 401. I have enabled role-based security and given View access to Anonymous. How can I make my VBCS data publicly available?

I'm not looking to set up CORS, because that requires me to grant access to specific domains.
