Reports not showing under Library for end users

Reports and folders are not showing under Library after the this weekend production patch update for end users

Oracle applied December patch on our production instances over this weekend, since then Reports and folders are not showing when they click on Library but we(admins) are able to access fine.We did not update any users access and also we did make sure they have access to the reports.

we opened SR with oracle but just want check if anyone else experiencing the same issue
