HCM Data Loader error when trying to add new students to a new course

Is anyone good with figuring out errors from uploading a zip through the HCM data loader? I could use the help.

This is the error I am getting
An error occurred. To review details of the error run the HCM Data Loader Error Analysis Report diagnostic test. Message details: JBO-populateFusionLogicalRow()::oracle.jbo.JboException: JBO-getLearningRecordObject()::oracle.jbo.JboException: JBO-Validation Failed! For require assignment ORA_SPECIALIST is valid value for AssignmentAttributionType.: STRINGMANAGER: Key: 'Validation Failed! For require assignment ORA_SPECIALIST is valid value for AssignmentAttributionType.' not found in bundle 'ora

And this is what my dat file looks like:
