Filter 'Projects' on the Timesheet based on Employee's Department

We are not using Project team for assigning employees to different project. We need to add criteria so that employees can see projects that belongs to their Home department. I tried modifying the Value set but when I define Time Layout Component and select 'Project' Time attribute it gives me only 3 Filter variables - Business Unit , Start Time and Stop Time. Is there a way I can have Person / Dept or use any other filter variable.
