Migration error - invalid Default Movement

Hello all,

We are trying to migrate a backup from Prod to Test, but the migration keeps failing, and we receive the error below.  However, the Calculate Movements rule is NOT enabled, and all values in the Default Movement column of the accounts are blank. 

EPMLCM-14000: Error reported from Core Platform.

Plan Type/Consol/Standard Dimensions/Account :- Load failed for the following reason - Re-import Account so invalid Default Movement attribute will be set.

When we review the Test app after the failed import of the backup, we can see that many accounts did get imported, but many were left out.  If we then import the accounts from Prod in a csv, it works, and we can refresh the database without an issue.
