Unable to Create Free Tier for Apex Database Development

When trying to create a Free Tier Apex, The process fails with a message that states it it not possible.

I started off at this page:

https://www.oracle.com/cloud/free/#always-free

Which states:

Always Free
Services you can use for an unlimited time.

Two Oracle Autonomous Databases with powerful tools like Oracle Application Express (APEX) and Oracle SQL Developer.

When I try to create a Free Instance of the Database for Apex development I get the following error message:

Create database operation failed. Oracle APEX Application Development is not available for Always Free Autonomous Database.

I want to practice and learn Oracle Apex Development, but without the Free Tier I would end up spending around $60.00 per month.
