Reporting on the positions colleagues are working in (factoring in secondments)

Im looking to report through OTBI on where colleagues are currently working, factoring in secondments. For example I only want 1 row to appear for each colleague. This is fine for those with just a primary assignment but for those in a secondment and statuses of both 'Active - Temporary - No Payroll' and 'Active - Payroll Eligible' it would return both roles and we would just want to return the job they are in (i.e the 'Active - Temporary - No Payroll' ). 

I've looked at using the 'worker assignment real time' subject area using the 'assignment count' with a union but the 'assignment count' isn't reliable and seems to be counting 'Inactive - Payroll Eligible' assignments which won't work. The only way round this I can see is to have a union with one part just colleagues with  'Active - Temporary - No Payroll' and the other with 'Active - Payroll Eligible' colleagues where they don't exist based off the results of another analysis (i.e a list of 'Active - Temporary - No Payroll' colleagues).
