Person security profile

I have created a person security profile for the human ressource coordinator (customize role). I want this this person security profile allow access to all people except own but it doesnt work. I have

We have already a data role and access own record is not selected. The problem is that we dont see the retired  employe.Our custon human resource sprcilaist role have access to modify their own salary. I know I can change the person security profile to : Except his own....The problem with that is that the coordinator dont see the retired person file anymore. When I change to view all except own it doesnt work too. The pnly way its working its with view all people but at this time they can modify their own salary.
