How to restrict user to service (low/medium)

Summary

If I have 2+ database services, and 2+ users, how can I ensure/restrict userA to db_low, and userB to db_medium

Is there a way to do this without resorting to database logon triggers?

Further Questions about services: is it possible to run AWR style report by service?

The users will actually be APEX users - not sure if that makes a difference to the answer(s).

NB I am unfamiliar with APEX, it security model, user/schema/workspace terminology etc

Database might be ADW or ATP (not sure yet) but assume makes no difference to answer - please correct me if wrong.
