When a new Asset is posted, then the person (who adds that Asset normally gets a notification in Bell icon) gets Push Notification in Bell icon, how this notification can be routed to specific user

When a new Asset is posted, then the person (who adds that Asset normally gets a notification in Bell icon) gets Push Notification in Notification icon, how this notification can be routed to specific user always when a new asset is posted in Asset Module.
