Inactive User Account shows as 'Active' and 'Suspended' on all HCM Reports



I have business requirement to inactivate a person user account, but not remove the account from Fusion. After inactivating the account, the account still shows as 'Active' (but now also 'Suspended') on reports, but inactive in the application (Manage User page and Security Console). Please advise if this account is actually active or inactive and any steps that may be needed so the inactive account does not count towards an active license.

Steps: Inactivated a person user account on the Manage User page through shared space with HCM, ran retrieve latest LDAP changes + import user and role application security data on the scheduled process page, and confirmed account status changed to Inactive on Security Console and Manage User page. Account did not change to Inactive on any reports..
