EPBCS : Copy parent level data to Level0 Members having Multiple generation sparse dimension

Hi All,

We have a Department hierarchy (Sparse Member) with multiple levels/generations. We have loaded data to the department parent members with the top down Type version.  I wanted to copy department parent-level data to the level 0 Members of dept. members and don't want to overwrite parent level data to level 0 members or any other sub-levels if data present in that below levels combination. 

We were trying to using @ANCESTVAL function in business rule and calc is taking more than 10 hours as using multiple IFELSE conditions to go through 14 generations level and our outline has 3000 departments & 300 entities & 120 divisions members. Any suggestion/ approach would be appreciated to solve this problem
