Learning Resource Alerts filters - is there a Legal Employer or Country filter available?

Hi all - we are looking at configuring custom Learning Resource Alerts and would like these to trigger only for certain countries of our global organisation. 

This previous topic Learning alerts - filtering by business unit . Posts (2355) . Learning . Forum . Oracle Cloud Customer Connect included a filter for Business Unit, which I tested and found to work well (filter below where Business Unit is 'Food Store'). This indicates it is possible to filter by non-Learning Attributes, which I had previously been informed was not possible for the Resource: learnerLearningRecords.

I was unable to get confirmation from Oracle via Service Request, so am hoping someone here has the expertise to advise if there is an available Filter for Legal Employer or Country within the Resource: learnerLearningRecords?
