OTBI Elements Report is not Pulling in All Elements

I've built a simple OTBI report for Retirement Deductions and Matching Contributions. My company has 401K, 403B, and 457 Retirement Plans.  So, I've filtered for every Element that references these.  For the most part the results look very accurate (I'm using a HR provided extract to validate against the report).  But there are instances where the elements aren't coming over for some individuals and when I look at their actual Payroll Run results in the Payroll Module, I see that the deductions actually did occur.  It's just not coming into my results.  Any suggestions on why some elements aren't populating for
