Privilege allowing users to submit duplicate supplier registration requests

Privilege which bypasses checks for Duplicate Supplier taxpayer ID while submitting the supplier registration response

We have 2 users creating internal supplier registration. For one of the user, the system checks for duplicate taxpayer id while trying to submit the supplier registration response and doesn't allow the user to submit the response. While another user tries the same, the user is able to submit the supplier registration response after which only system validates for duplicate taxpayer id and  throws creation status error. Just wanted to know what is the privilege causing the above anomaly.
