Why are there gaps in the EDMCS request numbers?

When viewing transaction history for EDMCS the request numbers have large gaps between numbers.


When viewing transaction history with a service administrator id, and selecting all from each of the drop-down items. the request numbers can skip many numbers between actual requests.

For audit purposes we need to be able to explain the "missing" request numbers. Are they internal transactions that occur that are not visible to a user? 

We need an explanation of how the request numbers are assigned.
