Data Security Policy on Business Unit not working

I have two roles as below:
AP Payment linked to BU A
AP Production linked to BU B

Using either the Data Security Policy condition set as follows is not working correctly:
1. Access the business unit for table FUN_ALL_BUSINESS_UNITS_V for the business units derived from data access sets for which they are authorized
2. Access the business units for which the user is explicitly authorized

Our expectation and result we want to achieve:
AP Payment should see and create transactions only for BU A
AP Production should see and create transactions only for BU B
